When a couple of drug thieves kill several NYPD officers during a botched coup, detective André Davis is put on the hunt for the two cop killers. The action turns out to be more extensive and intense, and the case more serious, than Davis had first imagined, when he begins to suspect a conspiracy. As part of the hunt, Manhattan is 100% shut down for the first time ever, so no one can get off the island via the 21 bridges.
