The world's most wanted criminal, Raymond Reddington, mysteriously turns himself in and offers to give up everyone he has ever worked with. His only condition is that he will only work with a newly minted FBI agent with whom he seemingly has no connection.

Raymond "Red" Reddington is a wanted criminal. But suddenly he surrenders to the FBI with an offer to help them capture a terrorist. However, he has one condition: He only wants to speak with the young FBI agent Elizabeth "Liz" Keen. After the FBI succeeds in capturing the first terrorist with Reddington's help, he reveals that this was only the first of many. He has actually compiled a list (hence the title) of the names of villains, spies and international terrorists over the years - and these are criminals that the FBI didn't even know about despite the fact that they are some of the world's worst.
