Colonel Robert Sikes (Steven Seagal) is on a mission to exterminate the criminals who are ravaging his village. He goes after street gangs, the mafia and corrupt politicians until his mission is complete. But Robert Sikes' one-man gang becomes too much for the town's authorities, and his former apprentice, William Porter, therefore teams up with the local police to prosecute Robert and prevent him from carrying out any more of his hard-hitting self-righteousness.
